Answer: We can use the formula:

distance = speed x time

For Peter:

Let the distance between Town A and Town B be d.

d = speed x time

d = 84 km/h x (2 pm - 10 am)

d = 84 km/h x 4 hours

d = 336 km

For William:

William started 1 hour and 25 minutes earlier than Peter, which is equivalent to 1.42 hours.

So William's travel time is:

time = distance / speed

time = 336 km / 70 km/h

time = 4.8 hours

William reaches Town B at:

2 pm - 4.8 hours - 1.42 hours = 8:48 am

Therefore, William reaches Town B at 8:48 am.
