I believe the answer is one and four, because the government established a rule. During all I think it was World War I that freedom of speech can be limited during wartime because of people protesting things such as the Japanese internment camps. And the first one because there was another act. I think it was a court case where a dude was protesting, using violent fighting words, and they said someone cannot shout fire in a movie theater. It was something like this. I hope it helps.
