b. Branch Davidian members themselves
On the two-year anniversary of the Waco siege, militia members used a massive fertilizer bomb to blow up a federal building in Oklahoma City, killing 168 people and wounding almost 700. Nineteen of the victims were infants or children. The worst terrorist attack in American history up to that point, the Oklahoma City bombing had been plotted and carried out by Timothy McVeigh, a Gulf War veteran and anti-government radical, along with Terry Nichols and Michael Fortier. All three men, who had met in the army, were devotees of a growing white power movement, weapons enthusiasts, and committed foes of the federal government, which they saw as tyrannical. McVeigh was executed for his role in the attack.
