Out of the given options, sandpaper would have the highest friction.

  • Friction depends on two factors - surface roughness and surface area in contact also depends on Normal force. Sandpaper has a very rough, abrasive surface with lots of peaks and valleys. This greatly increases the surface area in contact and mechanical interlocking with any surface it touches. This results in high friction.
