Perpendicular line have opposite reciprocal slopes.

The slope (m) would be
(-1)/(2)

To find the y-intercept use:

y from the point (-4,5)

m =
(-1)/(2)

x from the point (-4,5)

y = mx + b

5 =
(-1)/(2) (-4) + b

5 = 2 + b Subtract 2 from both sides

5 - 2 = 2 - 2 + b

3 = b

The y-intercept is 3.
