Answer: I believe this would be D., if not D. then C. sounds the closest to the correct answer.

Explanation: The governments during and after WW2 had the constant question of "what happens after the war and on?". This conversation appears to be highlighted in this article by the Atlantic Charter, bringing me to believe that D. would be the correct answer. Again, if D. is wrong then it is definitely C., since neither A. nor B. appear to have anything to do with the quote.
