In 1823, president James Monroe stood before congress and delivered a new foreign policy declaration. The "Monroe Doctrine" stayed that if any western country attempted to colonize in any area of America it would be sen as an act of aggression, and be met with force from the U.S. It also stated the the U.S. would not interfere with existing colonies in America.
It's purpose was to stop the unwanted hold that European countries had on South America. The Monroe Doctrine was implemented and enforced very much for over a hundred years.
