Josues ratio of white to black paint is 1:4 meaning that 1/5 or 20% of his grey paint is white.

Emily’s ratio of white to black paint is 3:13 meaning 3/16 or 19% of her paint is white.

20%>19%

Josues paint contains more white, so it’s lighter.
