Explanation:

The average of Fertilizer A is 28 + 23 + 32 + 33 + 35 + 34 + 29 / 7 = 30.57

The average of Fertilizer B is 31+ 17 + 22 + 35 + 37 + 23 + 28 / 7 = 27.57

Because 30.57 > 27.57, then A is the better answer.
