1*1 and 4*4 =

16 (for the negative sign just leave it to the side or put it in whatever box u want it wont change the answer)

s^4+^2

add the exponents since we can't simplify s^4. so it becomes s^6

it'll edd up somewhat like 3s/6 / 1/16 * s^6

The only thing we can simplify now is 1/16 so it will be somewhat like...\

3s/6 / 0.0625s^6

now... when the s is together to a term like 0.0625(s^6) it means there is multiplication going on and since we do not know what s is we cannot simplify anymore

(WARNING: my answer may not be correct but im somewhat confident it is if the topic is on literal equations.)
