Paine is saying that we are Great Britain's friend when they are friendly to us. But we must be cautious for when things go bad. Like, we trusted Great Britain once... But Paine says all that happened was they got pushed around so much by the government they couldn't take it anymore. Paine is saying that we must be wary for when things turn around. We fought with a sword and yet... still are pushed around. He is pretty much saying that we can trust some people but can't trust others. After the people fought the war for their country, they were still bullied and in worse condition than before. So be friendly within reason, don't be that puppy-dog that gets beat up all the time but is loyal to its owner.
