When does the government have the right to restrict the freedoms of people?

When freedoms come into conflict with each other.

There is an old maxim saying “Your right to swing your fist ends where my nose begins.”

In a total anarchy without laws, anyone could get into an automobile (car) and drive it without any license. That freedom has been taken away by almost every government in the world.
