Why did the Southern states not want Congress to tax exports? It would raise the price of tobacco, and that might harm trade. It would require states to raise taxes on other aspects of business. It would reduce their ability to purchase manufactured goods from Europe. It would decrease the price of cotton, and that might flood the market.
