Fiona: Fiona is a static character because she does not change. She is the same character at the end of the book that she is at the beginning. She acts as a constant to compare Jonas to as he changes. Fiona changes a lot throughout the novel which makes her a static character.

Jonas's parents: Both Jonas's parents are static and flat characters, who don't change throughout the story and are not as well described. Al we know is that Jonas's father cares about the lives of the new children and that his mother is responsible for punishing people who disobey the rules of the community.
