using the elimination method, you can add both equations vertically, to eliminate the x

-3x+y=-8

3x+2y=-13

3y=-21

y=-7

we then fix the value of y into the first equation

-3x+y=-8

-3x-7=-8

-3x=-8+7

-3x=-1
