you marked the important pieces of information correctly.

a parallel line must have the same slope. otherwise it is tilted differently, and it is therefore not parallel.

the slope in a y = ... equation is always the factor of x.

in our case therefore 1/5.

so, the parallel line starts with

y = (1/5)x + b

and to get b we use the x and y coordinates of the given point :

3 = (1/5)×5 + b = 5/5 + b = 1 + b

b = 2

and our equation is

y = (1/5)x + 2
