Why is it so hard to define deviant behavior?

Norms are often subjective or depend on context.
Deviant behavior occurs when there are no values.
Human behavior is very consistent and predictable.
Every social group has distinct norms, and they never overlap.

Norms are often subjective and depend on context I would say

It wouldn’t be the second one because in order for something to be deviant there need to be values.
