My claim is that schools can balance First Amendment protections and still create a safe learning environment for all by implementing clear and reasonable policies that address disruptive and harmful speech while still upholding the right to free expression.
To address the tension between personal freedom and a safe learning environment, my proposal is to establish a code of conduct that clearly outlines the types of speech and behavior that are prohibited in the school environment.
