If 0.25 inches on the map represents 400 meters in real life, then 1 inch on the map represents 4 * 400 = 1600 meters in real life. Therefore, 4.5 inches on the map represents 4.5 * 1600 = 7200 meters in real life. So, the distance between the towns is 7200 meters.
