Taking money from your employer

Theft is considered a victimless crime across many states and counties; so taking money from your employer would be considered a victimless crime.

Not paying for parking or transportation, general dishonesty, and we still consider these or justify them victimless crimes.

And homeless people can not obstruct doorways or entrance-ways. It is stated clearly that people can "rest in public spaces and protect oneself from the elements, in a non-obstructive manner".
