Days before the end of the 117th Congress, an omnibus
appropriations bill was signed by President Joe Biden. Included
in that 4,000-page spending law was the Electoral Count Reform
and Presidential Transition Improvement Act of 2022, or ECRA.
Hammered out by lawmakers including Sens. Joe Manchin (D-
W.Va.) and Susan Collins (R-Maine), this bipartisan legislation is
intended to provide better guardrails to govern how presidential
election results get from the states to the Electoral College
process and then to Congress, and how Congress handles them
