Answer: He is saying that if you know about the danger and do nothing about it you are asking for an attack the soviets have been our enemies for hundreds of years but with them taking Cuba we are losing land we could have made democratic America wants to keep communism contained and keep the world safe for democracy but if Russia keeps taking land and gaining military power it will pose a real threat to America and democracy as a whole.
