Starting with

x - 2y = -6

move the x value to the other side of the equation:

-2y = -x - 6

now divide the right side by -2 (isolate y):

y = (-x/-2) - (6/-2)

Simplify:

y = x/2 + 3
or
y = (1/2)x + 3
