It is the first option 4, 17, and 23

There is a rule of sides in a triangle that states "the sum of the lengths of two sides is always greater than the third side"

so how you would solve this is by process of elimination. Add two lengths from each number set to see if they follow the rule.

When you do this, all of the number sets follow the rule except for the first one, because 4 plus 17 is 21, and it is less than 23. This means it does not follow the rule.
