Answer: New Orleans and a vast majority of the state of Louisiana underwent horrible damage during the 2005 hurricane, Katrina. Since this was during Nagin's term, we can conclude that he was moved to tears, because the people were in desperate need of help. Hundreds of thousands lost their homes, loved ones, and belongings, as well as everything that they had worked for. New Orleans needed the help & he was saddened by the fact, that their city had been damaged. Even to this day, New Orleans has not returned to the way it was before the catastrophic hurricane.
