How broad can a persuasive essay topic be?

I'm writing a persuasive essay on a topic of my choice, and I'm worried my topic is too broad. Here's my thesis statement:
The American prison system of today focuses on vengeful punishment, creating an inhumane and ineffective environment. Instead, the system must shift from punishment to rehabilitation, as academic, vocational and psychological rehabilitation programs increase the moral fortitude and functionality of the incarceration system.

Answer: Your persuasive essay should be as broad or as complex as you think it needs to be. The more you write about the better, but also be sure that you do not stray too far from the main topic or main idea.

Step-by-step explanation:

American prison systems today would rather focus on inhumane environments, and ineffective strategies. Instead of using punishment to reinforce rehabilitation, the government should allow for more academic, vocational, and psychological institutions to be put into place. Preparing each individual prisoner to return home, and reunite with society if that is within their sentencing. In turn creating great moral fortitude, and strengthening the functionality of the system of incarceration.
