Explanation:

Pick 2 points that are easy to read on line A and find the slope. Using (-2, 8) and (2, -4):

m = Δy/Δx = (-4 - 8) / (2 - -2) = -12/4 = -3

Line B is parallel to Line A, so it has the same slope, -3

Use point P (0, -4) and the point-slope form to find the y-intercept, c, of Line B.

(y - -4) = -3(x - 0)

y + 4 = -3x

y = -3x - 4

Note: you can skip the last step, because point P (0. -4) is already on the y-axis, so you know that c = -4
