x ≥ 4
Solid circle at 4 line going right, greater than or equal
And
x < -3
Open circle at -3 going left, less than

Step by step

First inequality
5x -3 ≥ 17

Add 3 to both sides to combine constant

5x -3 +3 ≥ 17 + 3
Simplify

5x ≥ 20
Divide both sides by 5 to solve x

5/5 x ≥ 20/5
Simplify

x ≥ 4

Second inequality
-2x + 2 >8
Subtract 2 from both sides to combine constants

-2x + 2 - 2 > 8 - 2
Simplify

-2x > 6
Divide both sides by -2 to solve x

x < -3

*note when you divide an inequality by a negative you flip the sign the opposite direction so x> -3 changed to x< -3

So our two solutions are

x ≥ 4 and x < -3
