First, we find the length of the first rectangle.

The sum of the length and the width = 26/2 = 13 (inches)
Therefore, the length = 13 - 9 = 4 (inches)

(So, the length should've been 9 inches. Small correction.)

Call k the scale factor of the 2 rectangles (k > 0)

-> k = 7/4.

Therefore, the length of the second rectangle = 7/4 x 9 = 15.75(inches)

The perimeter of the second rectangle = (15,75 + 7) x 2 = 45.5 (inches)
