What role has the government played in the study of HIV/AIDS? Did it do everything it could have done? Why or why not?

Though the US government at first did little to respond to the crisis, it eventually committed millions of dollars to research, care, and public education. HIV was considered a contagious disease, and most people assumed that it wasn’t cureable and would ignore the disease, HOWEVER after researching and testing they have put more effort into it.
