(f(b)-f(a))/(b-a)

here [ a, b ] = [ - 1, 9 ]

f(b) = f(9) = 9² - 9(9) + 16 = 81 - 81 + 16 = 16

f(a) = f(-1) = (- 1)² - 9(- 1) + 16 = 1 +9 + 16 = 26

then

average rate of change =
(16-26)/(9-(-1)) =
(-10)/(9+1) =
(-10)/(10) = - 1
