Explanation:

rearrange for y to be subject

its perpendicular so then the gradient will be the negative reciprocal (-1 / -3= 1/3) so thats your new gradient

then when you substitute the (3,-1) into that equation get -1=1 + c so then c is 0 and your whole equation is y=1/3x
