In 1960 the total fertility rate was 5.6 per woman which was well above the world average of 2.1. This slowed the rate of natural growth considerably. However, the One Child policy sparked quite a bit of backslash due to the way it was implemented. Forced sterilization and other humanitarian concerns started to open peoples eyes to the horror of the One Child policy. In 2016, the Chinese government relaxed the law extending it to two children instead of one due to the fear that labour was decreasing sharply.
