First of all, this is a democracy so no the president doesn't have the most power the people do. And no the central government isn't divided into three separate branches the Federal government is. States have more power than the national government might make sense but, if a state wants to make a new law for all of America but the national government says no I don't think that would happen. Also, each state can have its own laws I think they might have their own executive branch but the central government forms form when all the states work and chose together.
