1. No because region isn’t very descriptive
2. State government do not work together to create laws for the country that’s a different government
3. National law is the law of the whole country, states must enforce this
4. This is the right answer

Answer = 4. Because states can only decide for their people when it comes to certain laws that’s why states vary on some laws.
