Let c = cheese sticks and w = waffles.

We have

c + w = 9

4c + 7w = 45

Solving using substitution,

w = 9 - c

4c + 7(9 - c) = 45

4c + 63 - 7c = 45

-3c = -18

c = 6

6 + w = 9

w = 3
