y = mx + b
y = 3x + 5

m = 3 but its parallel so m =-¹/₃

y-y₁ = m (x-x₁)

y - (-13) = -¹/₃ (x-(-4) )

y + 13 = -¹/₃ (x+4)

y + 13 = -¹/₃x - ⁴/₃

y = -¹/₃x - ⁴/₃ -13

y =-¹/₃x - ⁴³/₃
