Carbon dioxide level is higher than what it used to be because probably industrialization and urbanization that help to increase activities which lead to release of carbon dioxide into the atmosphere. Such as burning of fossil fuels and deforestation add more carbon dioxide into the atmosphere.
Also, looking at the trend in the graph carbon dioxide level peaks intermittently and naturally reduces and peaks again. Therefore, it is assumed that in few years to come the trend will repeat itself. This rising and falling of carbon dioxide level in the atmosphere brings about the wavy nature of the graph.
