The first number is our start point. So we start at 3. It's the same start as row 1 because 3 + (-7) is the same as 3 - 7.
Adding a negative is the same as subtracting a positive.

The other number mentioned is +8 or simply 8. Because we're adding a positive, we're moving up the vertical ladder to have the submarine head toward the surface.
It started let's say 2 meters below the surface, and then goes up 8 meters.
So in short we'll have something like "add 8 floats" to indicate moving up this amount.
Note: Once the submarine reaches the surface, the value 0 on the vertical number line, then of course the submarine cannot hover higher than this marker.

This time we're "removing 8 anchors"
The "8 anchors" is represented by -8. Subtracting off this amount means we're removing them.
Recall that subtracting a negative turns it positive.
Therefore -2 - (-8) is the same as -2 + 8
The act of removing 8 anchors is the same as adding 8 floats.
