y = 4x + 1

Explanation:

4x - y = 2 => y = 4x - 2

So slope of the above equation is 4.

Parallel lines should have the same slope

Given m = 4, y = -3, x = -1

y = mx + b

-3 = 4(-1) + b

-3 = -4 + b

b = 1

so y = 4x + 1
