Explanation:

as per the midsegment theorem

the lines connecting the half-points are half as long as the corresponding parallel side lines of the main triangle, ABC.

EF is half as long as AB = 4/2 = 2

DE is half as long as AC = 6/2 = 3

DF is half as long as BC = 4/2 = 2

so, the perimeter of DEF is

2 + 3 + 2 = 7
