Answer:

We should know that the basic rules of equality(only addition and multiplication) can also be followed in inequalities no matter which inequalities they are(whether strict or slack).

Inequalities behave in some another ways when we multiply the whole expression by the negative real number.

so let's come to the question :

14 >= t + 5 >= -9

so, 14-5 >= t >= -9-5

so, 9 >= t >= -14

we come to the conclusion that,

t <= 9 and t >= -14

t belongs to [-14,9]
