The reference line has a slope of -2. A perpendicular line will have a slope, m, that satisfies

-2m=-1, so it will have a slope of 1/2 then our line y=mx+b becomes

y=x/2+b, using point (-4,3) we have

3=-4/2+b

3=-2+b

b=5 so our line is

y=x/2+5 or more neatly

y=(x+10)/2
