Explanation:

slope = 1-(-3)/3-1

4/2 = 2

this is the m value, or value before x.

So far, this is what we have: y = 2x + b

To find b, we plug in one of the points we have, into the equation.

(in this case ill use (3, 1), where 3 is the x and 1 is the y)

So,

1 = 2(3) + b

1 = 6 + b

1 - 6 = b

-5 = b

Finally,

y = 2x - 5
