In the first week of July, 1060 people went to the local swimming pool. In the second week, 1050 people went to the pool, which is 1060 minus 10. In the third week, 1195 people went to the pool, which is 1050 plus 145. In the fourth week, 837 people went to the pool, which is 1195 minus 358.

The percentage decrease in the number of people who went to the pool over these four weeks is:

(1060 - 837) / 1060 * 100 = 21.13%

So, there was a 21.13% decrease in the number of people who went to the pool over these four weeks.
