Explanation:

The slope must stay the same for parallel lines, which is -4. Now we will plug the point into slope-intercept form(y=mx+b) where m is the slope and b is the y-intercept. Plugging in -4 for the slope and (-3, 3) for x and y, we get
3=-4*13 + b, or
3 = 12 + b. Subtracting 12 from sides gives us that b = -9, which is the y-intercept! We know have both the slope and y-intercept, so we get that the equation is y = -4x - 9.
