Using the formula for calculating the mid point segment expressed as;

X = ax1+bx2/a+b

Y = ay1+by2/a+b

Given

x1 = -9, y1 = -1, x2 = 11, y2 = 9, a = 3 and b = 2

Substitute

X = 3(-9)+2(11)/2

X = -27+22/2

X = -5/2

X = -2.5

Similarly

Y = 3(-1)+2(9)/2

Y = -3+18/2

Y = 15/2

Y = 7.5

Hence the required coordinate point is (-2.5, 7.5)
