y=2x-3

Explanation:

Point 1: (0,-3) (also y-int :O)

Point 2: (2,1)

slope = rise/run

From the first point to the second point, it rises up 4 units and runs right 2 units. So the slope equation would be m=4/2=2. And because the y-intercept is provided as a point we can directly form the equation in y=mx+b form. So the equation would be y=2x-3
