It’s hard to figure out the answer without seeing the cartoon. The answer is most likely A. It can’t be D or C as Congress followed President Roosevelt lead for his programs and the new deal. It can’t be B as Congress and Roosevelt failed to solve the Great Depression and only got out of it by entering WW2. I am most likely right.
