See the attaced graph. The dotted line tells us the inequality must by less than, or <. Since it is not a solid line, the inequality cannot be ≤.

Pick any two points on the line. We'll use (-5,0) and (5,4) since they are easy to read. Find the slope (the Rise/Run):

Going from (-5,0) to (5,4):

Rise = (4 - 0) = 4

Run = (5 - (-5)) = 10

Slope = (4/10) or 0.4

Note the y-intercept is at (0,2).

We can now add the slope and y-intercept to find y = mx + b, where m is the slope and b is the y-intercept:

y < 0.4x + 2
